No License is required to buy a Ham Radio or to monitor Ham frequencies or to transmit using Ham radios in an emergency. A good 2 Meter Hand Held is the Baofeng UV-5 R which is available on eBay or Amazon for less than $30. No license is required to buy a Ham Radio.
